INNOVATION PROCUREMENT

INNOVATION PROCUREMENT is a public policy to drive innovation from the demand side. It refers to any procurement that has one or both of the following aspects:

  • through buying the process of innovation. Research and development services
  • through buying the outcomes of innovation. New innovative products and services

 

Las Rozas’ Strategy for Innovation Procurement is part of the city strategy to promote innovation as a model for the development of the municipality. 

 

The main objectives are:

  • Improve quality & efficiency of public services (higher quality public service on an optimal budget)
  • Boosting business innovation
  • Open innovation mechanism
  • Access to national and European funds
  • Attract investors

 

From the procurement innovation office of Las Rozas Innova, we give assistance to Las Rozas Municipality in the preparation and implementation innovation procurement projects. We coordinate end to end the procurement process, from the needs assessment, challenges definition, conduct the preliminary market consultation, assistance in regulation issues, tender documentation, project implementation and follow-up.

 

In July 2021, the city of Las Rozas carried out a preliminary market consultation related to four sustainability challenges:

  • ALTERNATIVES TO GLYPHOSATE FOR WEEDING PUBLIC SPACES
  • REDUCTION OF BLACKSPOTS OF UNCONTROLLED DUMPING OF WASTE
  • SOLUTION FOR THE IMPROVEMENT OF THE QUALITY OF WATER IN STREAMS
  • ARTIFICIAL INTELLIGENCE IN E-ADMINISTRATION

 

As a result of this preliminary market consultation, it is planned to launch a Public Procurement of Innovative solutions (PPI) for the sewer discharge control challenge in the upcoming months. The solution will be based on the early detection of contamination in the streams of the municipality through low-cost multi-parameter sensors. And, later, a Pre-Commercial Procurement (PCP) for this same challenge based on the detection of pollutants and their determination through the development of infrared sensors.

 

In May 2022, the city of Las Rozas carried out a preliminary market consultation related to three new challenges:

 

  • DIGITAL TWIN OF MOBILITY: MANAGEMENT OF LOW EMISSION ZONES
  • ADAPTABILITY OF SELF CONSUMPTION PHOTOVOLTAIC INSTALLATIONS. CONTRIBUTION TO LAS ROZAS ZERO 2030
  • SAFE BIO-IDENTITY WITH BLOCKCHAIN

 

As a result of this preliminary market consultation, it is planned to launch new innovation procurements related to energy and mobility.
